Creative Car Park leads the industry in the latest POPLA appeal results. What this means and why it matters.

We have once again been named the UK’s leading private parking operator when it comes to fair and ethical enforcement.

The annual report from POPLA, the independent appeals service for Parking Charge Notices, shows that our appeal win rate is the highest among the largest car park operators by appeal volume (those with more than 5,000 appeals).

Civil Enforcement Limited, which provides the operational and enforcement services on behalf of its sister company, Creative Car Park, achieved a 62% win rate for the period October 2024 to September 2025

In its annual report, POPLA revealed that it received more than 100,000 appeals from motorists for the first time in its history.

POPLA (Parking on Private Land Appeals) is the UK’s largest private parking appeals scheme. Its annual report takes into consideration all appeals submitted between October 1st 2024 and September 30th 2025.

It includes data from all private parking operators that belong to the British Parking Association and use POPLA services. The latest 2025 report and previous reports are freely available to view online.
