Creative Car Park cements its position as UK’s leading fair and ethical operator

Business celebrates another year of industry-leading POPLA appeal results.

Creative Car Park has once again been named the UK’s leading car park operator when it comes to fair and ethical enforcement.

The latest annual report from POPLA, the independent appeals service for Parking Charge Notices, shows that our appeal win rate is higher than any other major private parking operator.

Civil Enforcement Limited, which provides the operational and enforcement services on behalf of its sister company, Creative Car Park, achieved a 71% win rate for the period October 2023 to September 2024. This figure is the total win rate including cancelled cases (withdrawn and lost).

These results demonstrate the rigour and technical accuracy of our systems, along with the careful and considered approach taken by our best-in-class appeals department. It also underlines our aim to ‘get it right’ for our clients by only issuing parking charges when we genuinely believe parking terms and conditions have been breached.

The chart below shows how our total win rate is leading the industry compared to the UK’s main operators. For context we have also included the total number of submitted appeals for each operator.

We believe that professionalism and integrity in car park management is hugely important, especially in a year when POPLA received a record year of submitted parking appeals from motorists – 98,110 in total, up 5% on the previous 12-month period.

POPLA (Parking on Private Land Appeals) is the UK’s largest private parking appeals scheme. Its annual report takes into consideration all appeals submitted between October 1st 2023 and September 30th 2024.

It includes data from all private parking operators that belong to the British Parking Association and use POPLA services. The latest 2024 report and previous reports are freely available to view online.
